The Department of the Environment has said there are no plans to change the water conservation grant with Irish Water.

It added that Minster Alan Kelly has no plans to bring proposals to Cabinet when they next meet.

The department told Newstalk: "There are no changes to the water conservation grant scheme".

"The Department of Social Protection are currently making arrangements to pay the grant for this year. Minister Kelly is not bringing any measures to Cabinet on water".

It follows reports that the government was considering restricting the €100 water conservation grant to those who actually pay their bills.

The Irish Times claimed it was one of a number of changes being considered by the Cabinet, along with keeping the capped water charges in place for at least a decade.

Irish Times political correspondent, Fiach Kelly, said there seems to be a broad agreement across the coalition on the issue - after a Eurostat ruling that Irish Water remain on the government balance sheet.

"Almost immediately once they heard the Eurostat decision, there was talk about 'what should we do, what are the next steps and how do we settle our position for both parties in advance of the general election so we have a consistent position going before the people'" he told Newstalk Breakfast.

"I think there is - while not final agreement this - I think there's a broad agreement between them on the outline of where they should go next with water charges and Irish Water" he added.

But Transport Minister Paschal Donohoe told Breakfast that while all measures at Irish Water are being kept under review, there will be no change to the structures already in place this year.
