A special Cabinet meeting this morning is focusing on the 2014 Action Plan for Jobs which is due to be announced next month.
Ministers are meeting ahead of review later of the achievements made under the 2013 Plan.
In the third quarter of 2013, Departments and agencies delivered 122 measures under last year's Action Plan.
The Department of Jobs says some 20 of the measures due in the 3rd quarter had not been delivered on schedule, giving a completion rate of 84%.
The Live Register fell by almost 30,000 last year, but more than 400,000 are still signing on according to CSO figures yesterday.
In response to a skills gap in the ICT sector, Ireland aims to have the highest percentage of computing graduates as a proportion of all tertiary graduates by 2018.
Speaking on his way into the meeting, Education Minister Ruairi Quinn said this plan will have a special emphasis on the ICT sector.
