The Finance Minister says the letter which allegedly forced Ireland into a bailout could be released to the Oireachtas banking inquiry.
The European Central Bank (ECB) has refused to release the letter written by Jean-Claude Trichet to Brian Lenihan, forcing him to accept billions in foreign aid.
The ECB governors are refusing to issue a copy of the letter written in November 2010. The decision has been criticised by the European Ombudsman who says she is unconvinced by the ECB explanation.
Emily O'Reilly said in March that none of the reasons which could have applied when an initial request to release the document three years ago was turned down apply now.
Michael Noonan says the letter could be released to the banking inquiry beginning in the autumn.
And he has told the Dail he personally has no problem with the letter finally being published, even though it is restricted by Freedom of Information law.
