Talks at Bausch and Lomb in Waterford have ended without agreement.
Negotiations between trade union representatives and management concluded this morning.
The company is seeking 200 redundancies from it 1,100 workforce with pay cuts for remaining staff.
The union SIPTU issued a statement this afternoon saying "It was not possible for the Labour Relations Commission to present an agreed set of proposals to union representatives".
The Labour Relations Commission will now provide unions with the final position of Bausch and Lomb in writing.
A general meeting for all SIPTU members in the Waterford plant will be held this evening at 7pm in the workplace canteen.
Bausch and Lomb is the second highest employer in Waterford City.
