A creche owner says she does not know who to listen to when it comes to re-opening the sector.
Creches are expected to open in less than a month, with a target date set for June 29th.
However, providers are still uncertain as to what is going to happen with funding - including whether the Wage Subsidy Scheme would be extended.
A financial package for creches is expected to be launched later on Wednesday.
Elaine Dunne is owner of Treehouse Childcare and chairperson of the Federation of Childcare Providers.
She told Pat Kenny: "It's actually very worrying because we are very much in the dark at this time.
"We have been told that there's an announcement coming today; I'm not sure who is making that announcement, so at this point we don't know what's happening.
"And we have two and a half weeks here to get the sector back up and running and the time is ticking by.
"If it doesn't happen today, I can't see any of us going to be able to open up at the end of the month".
"At the moment we haven't been given the full guidelines [on] the amount of children.
"Tusla is saying it's two to 16, and the DCYA is saying you can have two to 22 - so we don't know who to listen to or who to believe.
"The other issue which is a big issue I have within the federation is when you look at we don't need any PPE equipment - this is what we're being told.
"Yet you look at all the different hotels that will be re-opening on the 29th, and the amount of PPE equipment they have to have for their staff - yet in the childcare sector we are being told no PPE equipment is necessary."
But she said she has bought in scrubs and masks for staff in her facility, as well as new polices and procedures for staff and children around their health.
On any guidance on this, she said: "We have been waiting on that and guidance did come in last Friday.
"But again there was no word on PPE, they were saying that we do not need PPE.
"So it looks like we are the only sector at the moment opening up that does not need any PPE equipment - which is very strange".
