The Government needs to provide greater clarity around any future restrictions that may be imposed due to COVID-19, according to the Law Society.
The comments were made during the Oireachtas Special Committee on COVID-19 today.
The Law Society said that people were sometimes confused as to whether measures were guidance or laws.
The Society was not suggesting that the confusion was deliberate, but said there is a need for clearer communication.
Its Director-General Ken Murphy believes that a lack of clarity could lead to resentment from the public.
He said: "For the future, there should be greater clarity.
"There is a need for clearer communication as to what restrictions are being imposed, the rationales for these, and whether or not they are intended to have legal effect and the sanctions for breaching them if they are legally binding.
"The consequence of an absence of that is confusion and potentially resentment due to that lack of clarity.
Additionally, the President of the Law Society told the committee that remote court hearings could be the way forward for the justice system in Ireland.
In response to the pandemic, live video hearings were introduced to allow the Courts Service to remain operational.
The committee heard that more investment would be required in the correct infrastructure to make this a more permanent feature.
President of the Society, Michele O’Boyle, believes there are many benefits to having hearings take place online.
She said: "Judges' time can more usefully be used in dealing with contentious matters rather than matters which can be dealt with remotely, which includes things like call-over lists.
"Going forward, I do see, if there is appropriate investment in the correct infrastructure, as being the way forward and I think it will assist in the access to justice."
