The Taoiseach's revealed more than half of people were confused by what they were being asked on the referendum to abolish the Seanad.
But Enda Kenny's ruled out any second referendum to scrap the upper house.
The referendum commission conducted research in the wake of the results of the two recent referendums which saw the people vote to save the upper house and to establish the court of appeal.
That report was presented to Cabinet yesterday and is to be published.
But in an interview this evening Enda Kenny's revealed there was a high level of confusion:
