Alan O'Reilly of Carlow Weather has said strong winds and heavy rain are expected.
"We're going to see some very strong winds develop through this morning and this afternoon," he said.
"The strongest of those gusts will be in the north-west of the country,
"A very breezy day right across the country, and a band of rain moving into the north-west and then extending down through the country with some very heavy downbursts and sudden torrential downpours when the heaviest of the squall line moves through," he added.
Mr O'Reilly said as the wet and windy weather clears later, temperatures will drop back with "a cold and frosty night ahead for many areas."
A Status Yellow wind warning has also been issued for Antrim and Derry.
