Anti water charge campaigners say they are mounting a counter-offensive against Irish Water Bills.

The We Won't Pay group says it's entering the boycott phase of the campaign and will outline the details outside Irish Water headquarters in Dublin this morning.

Yesterday, the new water utility began sending out 1.5 million bills to householders.

Dublin City Councillor Michael O'Brien of the Anti Austerity Alliance says they'll be working in communities to spread their message:
