Rob Ford wants to return to power in October despite acknowledging last year that he smoked crack cocaine "in a drunken stupor."
Mr Ford was stripped of many of his powers after admitting to purchasing drugs.
Speaking to supporters at the Toronto Congress Centre, he asked for a second chance:
