The Cabinet is to meet in the morning to decide on the wording of the marriage equality referendum.
The referendum is to be held in May, alongside a proposal to reduce the age for contesting the Presidency from 25 to 21, and the Carlow-Kilkenny by-election.
Taoiseach Enda Kenny says once the government decides on the wording a referendum commission will be established.
“Assuming the government sign off on this tomorrow with the minister for justice, we will then be in a position to appoint a referendum commission and give it plenty of time to do its work,” Mr Kenny said.
“So government will meet on the question of the actual wording tomorrow,” he added.
