Citizens' Assembly final report on Drugs Use to be published today

The final report from the Citizens' Assembly on Drugs Use will be published today.

The report follows the conclusion of the Assembly's six meetings last year and the submission of its recommendations to the Oireachtas.

In total, the Assembly made 36 recommendations.

The recommendations "provide a strong and unequivocal signal to the Government and the Oireachtas that the State needs to take a far more progressive, ambitious, comprehensive and coherent approach to drugs use in Ireland," the body said.

It has recommended that the State "pivots from the status quo to a comprehensive health-led response to drugs", including decriminalisation for people found in possession of drugs for personal use.

The Assembly identified a number of important questions the Oireachtas should examine, including how best to balance the objectives of decriminalisation, diversion and dissuasion.

It also made a series of recommendations about how drugs services should be better resourced and coordinated, and how drugs policy should be given greater priority by Government.

Taoiseach Leo Varadkar will meet with the Assembly's Chair Paul Reid this morning to discuss the best ways to de-stigmatise drug use and provide better care for those in the throes of addiction.

'Whole of Government approach'

Mr Reid, who is the former head of the HSE, said now is the time to tackle the scourge of rampant drug use in Irish society.

"We'd really like to see an urgency now in terms of an analysis and assessment of our report by the Oireachtas committee," he said.

"We'd like to see an urgency from Government to... embrace the report, embrace the recommendations after their consideration.

"We'd really like to see changes in legislation, changes in strategy, changes in policy and changes to how services are delivered."

Mr Reid said he will reiterate the importance of an all-encompassing approach to help addicts when he meets the Taoiseach.

"That's the reality, so it has to be tackled at a whole of Government level from Justice, Education [and] Health," he said.

"It's a wider aspect, not just from a health perspective," he added.
