Close to one third of second level students report feeling "unwelcome" at their school, a new report into bullying has found.

More than 2,300 children took part in the study from 106 primary and secondary schools with over 800 teachers taking part as well.

In response, the Department for Education has developed the 'Bí Cineálta' - Irish for 'Be Kind' - initiative after collaboration and consultation with children, parents and teachers.

It includes new guidelines for dealing with sexual harassment, cyberbullying and bullying based on a child’s gender identity, sex, race, religion or sexuality.

Education Minister Norma Foley said she wants all children to feel supported when they speak up about problems they experience in school.

“Younger children, by their nature, have a tendency to speak up and to tell and to share,” she said.

“That’s true of the vast majority of children who are older but it’s not true for every child or young person.

“So, what we’re telling our students is, ‘Please share, please tell us what’s happening.’

“When you share, it lessens the burden.”

Technology

Minister Foley said the ubiquity of smartphones presents schools with opportunities but also new challenges as well.

“The sweeping increase in the reach of technology has offered children and young people access to a wealth of information, making learning engaging and effective,” she said.

“However, we must recognise that technology can also be a tool used to cause hurt and pain.”

The new procedures clarify that schools are not responsible for cyberbullying after school hours but they must take action if it happens during the school day or on school property.
