Local authorities around the country have been forced to defend their flood protection efforts in the light of the recent damage.

In Dublin city the River Liffey burst its banks at it highest level ever recorded, while in Lahinch County Clare, pavements in the seaside village were torn up by the force of the water.

However, senior Engineer with Clare County Council, Tom Tiernan says the scale of the destruction was impossible to predict:
