Minister of State for Foreign Affairs, Lucinda Creighton, has said that brokering a deal on the promissory note will top the agenda during Ireland's Presidency of the EU.
A flag raising ceremony will take place at Dublin Castle this morning to mark the beginning of Ireland's seventh Presidency of the European Council.
Also being celebrated is Ireland's 40th year as a member of the EU and the beginning of the European Year of Citizens.
