Dublin Airport operator DAA has been asked to include more facilities in its plans for a viewing platform of the runways.
Fingal County Council has given DAA three months to address a number of questions surrounding the plans, including a request to add toilets to the proposal.
The council has also requested EV charging facilities and street lighting be added to the plans for the development at Collinstown.
DAA applied for permission to build the platform at "The Mound" last year, to provide the plane spotting community with a safer space to view the runways.
"Too busy"
DAA’s Graeme McQueen said adding facilities like toilets could attract people from outside this community, making the area too crowded.
“It could quite quickly get too busy, so we need to be careful what we put in there,” he said.
“There are lots of places close by to the viewing platform that you can use a toilet at the moment.
“But look, we're going to take all the questions back from [Fingal County Council], we're looking at them very closely.
“We'll come up with a new plan that will look at all these aspects that they've suggested.
“If we can make things like toilets work, if it's practical, we'll possibly look at that.”
"Fantastic planning team"
Mr McQueen has denied a claim from one councillor, who said the authority appeared "not to be capable of making a straightforward application", following its proposal to raise the passenger cap.
“DAA has got a fantastic planning team,” Mr McQueen said.
“Last year, we got a planning application through Fingal County Council approved for a €200 million underpass on the runway.
“So if we were bad at planning, you wouldn't see applications like that going through.
“Our planning team is working really hard on all the applications we've got live at the moment.
“The reason we're working on these applications is because there's massive demand to fly through Dublin Airport.”
Earlier this week, Dublin Airport's application to increase their annual passenger cap to 36-million passengers was rejected as "invalid" by Fingal County Council.
