The Dáil has backed a plan to freeze rents for three years.
The Sinn Féin bill would see all existing rents immediately frozen at their current rates. All new rental properties would be set to market rates for the area.
It would keep rents frozen at their current levels until 2023.
The bill also calls for a review of whether tax reliefs could be given to renters.
