Former RTÉ Director-General Dee Forbes will not attend the Oireachtas hearings on the Ryan Tubridy payments controversy.
A spokesperson has said that her absence is due to health reasons.
It comes as the Media Minister Catherine Martin has said details of an independent review into the culture and management at RTÉ will be ready by the end of the week.
A two or three person team will also examine the relationship between management and staff, in the wake of revelations about hidden payments to Ryan Tubridy.
Cabinet discussed the proposals this morning and expects the work to be completed in a matter of months.
Minister Martin said she expects the national broadcaster to put the full facts on the record.
"The revelations from RTÉ this past week are unacceptable and damaging to both RTÉ and to public service broadcasting in general," she said.
"Properly functioning public service media are critical to our democracy and our society.
"Trust and confidence have been broken, and it is essential that RTÉ puts the full facts on the public record - as a matter of urgency - to avoid further damaging public trust," she added.
Ms Forbes resigned from her position on Monday.
In a statement she criticised the RTÉ Board, insisting it had "not treated me with anything approaching the levels of fairness, equity and respect that anyone should expect as an employee, a colleague or a person".
"I am deeply sorry for what has happened and my part in this episode and for that I apologise unreservedly to everyone," she added.
