Department of Housing 'twice declined' to come before Climate Action committee

A member of the Oireachtas Committee on Climate Action has said it is 'very concerning' that the Department of Housing has twice declined to come before it.

Sinn Féin Senator Lynn Boylan was speaking as Environment Minister Eamon Ryan will discuss sectoral emissions ceilings at the committee on Tuesday.

Ireland has committed to a climate neutral economy by 2050 and to a 51% reduction in emissions by 2030.

This includes a 25% reduction in the agricultural sector.

Senator Boylan told Breakfast Briefing while agriculture is an important part, so is housing.

"Agriculture has to play its part, there's no doubt about that - and we do want to hear how that sector is going to do that.

"But I think what's very interesting is the Department of Housing, who also has quite a large chunk of the emissions, has declined to come before our committee twice now.

"And I think that's very concerning, that they haven't even agreed to come to the committee and set out what their plan is.

"At least the Department of Agriculture has appeared before the Oireachtas committee - so has the Department of Transport, so has the Department of Environment.

"But twice now the Department of Housing has declined an invitation to come in and discuss the climate action and the carbon budgets".

Speaking ahead of the meeting, Committee Cathaoirleach Brian Leddin said: "To meet these legally-binding targets, the Climate Change Advisory Council has proposed a programme of three successive five-year carbon budgets up to 2035 which specify a cap on the total amount of all greenhouse gases that may be emitted in the State during each five-year period, measured in tonnes of carbon dioxide equivalent.

"Sector emission ceilings are the maximum amount of greenhouse gas emissions that are permitted in each sector of the economy during the carbon budget period.

"The emission ceilings for each sector have now been agreed and the committee now looks forward to discussing how these targets will be met with Minister Ryan."
