The ESB group of unions has formally served strike notice on the company. The industrial action is due to start at 8am on Monday December 16th.
It could result in power cuts across the country.
Meanwhile the IDA is warning that ESB that any such power cuts could damage the international reputation of Ireland.
They say it would also affect the operations of leading foreign companies based here.
The row centres on a dispute over a €1.6 billion hole in the ESB pension scheme.
Talks between management and unions aimed at averting the strike were held yesterday but no deal was reached.
Both sides say dialogue will continue, while the unions say the format of the industrial action has yet to decided.
Arthur Hall is the acting General-Secretary of the Technical, Electrical and Engineering Union (TEEU).
Meanwhile speaking earlier, the chief of the group of unions Brendan Ogle said both sides are committed to trying to avert a strike.
