The Government has won a Dáil vote opposing Sinn Féin's motion to extend the eviction ban.
Deputies voted 83 Tá, 68 Níl on the motion.
The move had been widely expected after the regional group of Independent TDs agreed to support the Government.
The group had issued eight demands that must be met for its support and the Housing Minister Darragh O'Brien suggested he would accept the amendments.
Minister O'Brien held talks with some of the group's eight TDs before a debate on Tuesday.
Green Party TD Neasa Hourigan went against the Government Whip.
Sinn Féin Housing Spokesperson Eoin Ó Broin told Newstalk they have essentially voted to increase homelessness in nine days' time.
"I have never seen TDs willingly vote for something which they know will lead to dramatically increased hardship for people," he said.
"At a time when our emergency accommodation system is at breaking point.
"Neither the Government nor those regional Independents who supported lifting a ban on no-fault evictions - [there are] no emergency measures in place to stop what is going to be a very significant increase in homelessness," he added.
