The Government is being accused of ignoring concerns about tackling the housing infrastructure crisis.
Independent Ireland have said that the failing water and sewage system is now blocking housing delivery across the country.
It said other parties set unrealistic housing targets which are "unachievable" given the underinvestment in infrastructure.
Cork North Central TD Ken O'Flynn said homes can't be built until the facilities are put in place.
"We've been saying since day one, since the initiation of the party, we have to get our infrastructure right," he said.
"It's not feasible, full stop, to say, 'I'm going to build 30,000 houses' if you don't have the infrastrutcure there on the ground.
"If you don't have the water resources there, if you don't have your pipes connected, if you don't have your road network built."
Last year, 30,330 new homes were built in Ireland last year - noticeably fewer than the 32,695 constructed in 2023.
