The Revenue Commissioners say homeowners will inevitably have to pay the property tax.
The deadline to file the tax return online is Tuesday, midnight. Revenue will deduct the tax from the wages and pensions of people who fail to comply, by July.
Local Property Tax Manager with Revenue, Vivienne Dempsey, says homeowners will be unable to sell their house without paying the tax.
"This local property tax will remain as a charge on the property and will be due at whatever stage the property is sold or transferred" she said.
1.2 million file
Some 1.2 million householders have filed - Revenue maintains the real figure is probably even higher - but half a million people are yet to register or pay.
The authority is making it clear that the obligation is on the homeowner - if you haven't received a return, you are still liable. In those cases you log onto the revenue site, select 'I did not receive a property ID', file name and address, PPS number and then complete the return in exactly the same way as if you had received a letter.
Householders who would rather pay over the phone can do so by calling the Revenue helpline.
