Talks could begin shortly to bring more foreign banks into Ireland.
The Minister for Finance says he's wants to create more domestic competition for AIB and Bank of Ireland.
Michael Noonan's told the Fine Gael Ard Fheis that banks would lend more freely if they had more competition:
