The governments ruled out revisiting the issue of a redress scheme for former residents of Bethany Home in Dublin.
It will however look at the question of a memorial for those who lived at the protestant run institution.
It also says it will examine the issue of making records available.

In a statement Justice Minister Alan Shatter says he understands the decision will disappoint former residents.
