The former Junior Health Minister Róisín Shortall says too many people are waiting for primary care services like speech and language therapy and physiotherapy.
It comes as Health Minister James Reilly says he'd like the recently announced hiring scheme for nurses and midwives to be expanded to other areas of the health service.
The extra staff will be given a two year contract but will be paid 20 percent less than a staff nurse - contributing to HSE savings of around 10-million euro.
Today, Minister Reilly said a similar scheme could be adopted for the staffing of positions such as physiotherapists Primary Care Centres.
