The Simon Community is calling on the government to invest more in homeless services and housing supports following a surge in the number of people sleeping rough.
According it its annual report there was a 20% rise in the number of people sleeping rough in Dublin between April and November this year.
The Simon Community says there's also been a significant increase in rough sleeping in Cork.
It says four people who were homeless have been found dead in towns around Ireland so far this winter.
