A motorcycle garda was injured and a garda van rammed during the pursuit.
Gardaí in the city spotted a van that had been stolen yesterday and which they believe was later used in a burglary in the Glanmire area.
The driver failed to stop when signalled to do so and gardaí gave chase.
The operation involved over 20 officers.
The stolen van rammed a garda van on Merchant's Quay in the city centre and later collided with a motorcycle garda on the Mallow Road, before stopping.
One man was arrested at the scene, while another man - believed to be the driver of the vehicle - fled the scene on foot. A search operation is underway.
The motorcycle garda who was hit suffered non-life threatening injuries and has been taken to Cork University Hospital by ambulance.
