The High Court has begun hearing a challenge by former New Beginning's member David Hall to the legality of promissory notes.
The businessman is trying to stop the government paying out over €31 billion to troubled financial institutions, the Irish Bank Resolution Corporation (IBRC) and EBS as part of the bank bailout.
His barrister John Rogers, SC, has said he is taking the case as a citizen and a taxpayer.
It is being argued the promissory notes are void as they were issued without first being put to a Dail vote.
If this is permissible under Section 6 of the 2008 Credit Institutions (Financial Support) Act the court is being asked to declare the provision unconstitutional.
The hearing is expected to continue until the end of the week.
