An internal review has found the Health Service Executive (HSE) did not follow proper guidelines in the case of a Donegal caretaker, who continued working at a Gaeltacht school after being convicted of indecent assault.
Michael Ferry (59) from Carrick Boyle in Gweedore was convicted in 2002 of indecently assaulting a boy at a former school where he worked.
He then continued in his job as a caretaker at Ard Scoil Mhuire which was used as an Irish language college.
One of his victims - Derek Mulligan - says the findings of the report are 'horrific' and he may have to go to Europe for justice.
