The Taoiseach has told the Dáil that the 2014 service plan for the Health Service Executive (HSE) has been finalised and will be published tomorrow.
The document was shown to Ministers at the weekly Cabinet meeting today.
While the budgetary target was for €666 million in savings, it is understood some changes have been made.
These include a smaller figure for savings by the removal of medical cards - and the Department of Social Protection offering savings through lower than expected unemployment.
Among the more contentious proposals of the plan was to cut spending on medical cards by €113 million against the advice of HSE chief Tony O'Brien and the Department of Health.
