The interim Garda Commissioner says the force has to be more accepting of internal dissent. Noirín O'Sullivan made the comments in her first public address at the garda training college in Templemore.
She said whistleblowing should not be viewed as disloyalty but rather a catalyst for change.
She also says that garda management must listen to the perspective of those working on the frontline.
And Commissioner O'Sullivan is at odds with the former Commissioner Martin Callinan's use of the word disgusting on the actions of the garda whistleblowers.
Noirín O'Sullivan says the remark was Martin Callinan's personal opinion, which he is entitled to.
"I think it was unfortunate use of the word 'disgusting' - I think that the former Commissioner had a personal opinion in relation to the matter, and I think he's entitled to his opinion" she said.
The interim Commissioner also said the force has to be more accepting of internal dissent.
