Fianna Fáil TD James Lawless says Ireland needs to move towards an 'advisory model' for COVID-19, instead of demanding places close down.
He also admitted that the commutation from Government needs to be simpler.
He told On the Record: "We do have to start moving towards an advisory model - we're in a mandatory model at the moment, where we tell people to shut down.
"We tell people what they can and can't do.
"But really - and I made this point at the parliamentary party meeting on Wednesday night - we need to win people's hearts and minds as well.
"We're saving their health, which is great, but we need to bring them with us.
"And if people know, if they can go on to the COVID app and it flashes up 'There's 10 new cases in my area' - that's 10 more than yesterday - or going the other direction.
"People can buy into that, people can say 'You know what, it's real, it's on my backdoor, I better be safe'".
"We need to have really simple, but informative, information out there".
"We need to give people meaningful information... we need to get that kind of localised data".
He denied that publishing detailed electoral area data on cases could lead to stigma.
"The reality is that areas change as well, so an area that is very red today in terms of a high number of cases in a month's time can be very clear.
"That's happened already, we've seen that in the three counties that were locked down earlier in the summer.
"The case numbers rise and fall and that depends on behaviours, and part of the message is getting across to people what it's like in each area.
"So the people in those areas that you mentioned - Blanchardstown or Mulhuddart- they know now that they're in the eye of the storm".
"If there is any degree of negativity coming out of that, I think it's outweighed by the public benefit."
