The body of the man, who was a foreign national and aged in his 50s, was found on Cow's Lane shortly before 9am this morning.
The Dublin Lord Mayor has expressed his condolences to the man and his family.
The body was found by a passer-by as businesses were opening up this morning. He was pronounced dead at the scene.
It is understood the man was from Eastern Europe and had been a regular user of services at outreach group, Merchant's Quay Ireland.
The Lord Mayor of Dublin, Christy Burke, says it is a sad day for the capital.
The man is understood to have been ill in recent weeks and gardaí at this stage do not suspect foul play.
His body has now been moved to the city morgue for a post mortem.
