MEPs have voted in favour of "robust" rules governing shale oil and gas extraction or "fracking" in European Union States. 

European parliamentarians also urged EU States to be "cautious" about permitting exploitation of unconventional fossil fuels pending further analysis of whether EU-level regulations are appropriate. 

Independent MEP Marian Harkin says the EU Environment Commissioner this week admitted there were gaps in the laws concerning the likes of shale gas extraction.

"What he has said is that he will do an impact assessment in 2013" she said.

"Part of that impact assessment will be a consultation process; that means that everybody involves in the industry - and of course those not involved - citizens and people who are concerned - will have an opportunity to present their views to the Commission".

"So at least their will be the opportunity to put that on the record" she added.

Decision of each member State

Back in September the European Parliament said exploration for shale oil and shale gas should be backed up with "robust regulatory regimes".

It added that member states should be "cautious" pending further analysis of whether EU level regulation is adequate.

It said that each EU country has the right to decide for itself on whether to exploit shale gas.

The Commission previously concluded that EU rules do adequately cover licensing and early exploration and production of shale gas but that "a thorough analysis" of EU regulation on unconventional fossil fuels is needed.

EU vs US

Shale gas has helped the United States increase its domestic energy supply and reduce its dependence on imports.

However here in Europe the exploitation of shale gas is just starting and only in some countries.

It may reduce our reliance on external gas supplies but there are concerns about environ­mental impacts and reduced investment in renewable energies.

It remains to be seen to what extent Europe can benefit from shale gas while meeting climate targets and environ­mental standards.
