Independent TD Mick Wallace will move legislation today proposing sweeping changes to the Gardai in a Private Members' Bill. The Bill will be debated in the Dáil over the next two days.

It contains proposals for the establishment of an independent Garda board to improve the accountability of the force.

It also calls for such a board to be given the power to appoint a Garda Commissioner and the right to receive information from gardai. These responsibilities are currently held by the Justice Minister.

Deputy Wallace says investigations like the penalty points controversy show there needs to be greater impartiality and independence for the Garda Ombudsman Commission.

'People trust me'

Speaking to Breakfast here on Newstalk, Deputy Wallace also said the vast majority of Irish people trust him. It comes after he admitted last year that his company under declared VAT on the sale of apartments.

The company of the Wexford TD - MJ Wallace Ltd - reached a €2.1 million settlement with the Revenue Commissioners on the issue. Deputy Wallace says despite the controversy the people he meets on a daily basis trust him.
