The Health Minister Leo Varadkar is admitting that a key policy of the coalition - to introduce universal health insurance - cannot be delivered by 2019 as planned.

The measure would see a full single tier health system. It was agreed in the Programme for Government and was to be delivered on a phased basis.

But Mr Varadkar says the timeline envisaged will not now be met.
