Business Minister Heather Humphreys has said she does not want to put a figure on measures to help businesses through the coronavirus outbreak.
She said the aim of stimulus packages and extra resources is to get businesses back on their feet.
She told Newstalk Breakfast: "In terms of a stimulus package the Taoiseach and Paschal Donohoe have already said the Government would not be found wanting when it comes to providing the necessary support to health.
"We will have to borrow billions, the Taoiseach said that, and this is an evolving situation - and I wouldn't put a total figure on that until we know the full impact across the economy".
But she added: "We are working with the EU on a package of supports for Irish businesses.
"I don't want to put a figure on it but what I do want to assure people is that we won't be found wanting".
"There's going to have to be steps taken when this is all over, and we will do what we need to do to get the economy back up and running, to get businesses back operating and to get people back to work".
Minister Humphreys also said plans are evolving for more COVID-19 test centres, after Dublin's Croke Park.
She said 30,000 new test kits are coming into the country on Thursday.
Croke Park is currently being used by the Health Service Executive (HSE) as a drive-thru facility to test people by appointment only.
Ms Humphreys said other GAA clubs across the country could follow suit.
"Quite a few GAA clubs have actually contacted me and they said that that their facility is suitable and to put then on the list and they'll make themselves available to the HSE so that we can have more of those facilities across the country".
