The Minister for Communications says €350 million will have to be invested in broadband to ensure an adequate service reaches all parts of the country.
Pat Rabbitte will launch the National Broadband Plan for the government today.
It comes amid speculation that the State will have to pay around €200 million towards the cost.
He says there are areas of the country where it is not commercially viable for businesses to provide broadband and it is up to the State to intervene.
Mr. Rabbitte says it the intention of the government that half of the country will have broadband speeds of up to 30 megabits by 2015.
He spoke with Breakfast here on Newstalk.
