The Minister of State with responsibility for Insurance says he hopes to have a bill that will allow for a review of compensation awards passed before the end of summer.
It comes as more and more businesses say they cannot afford insurance cover due to the soaring costs of premiums.
Michael D'arcy says there's cross party support for legislation to start addressing the problem - and he hopes to have it enacted before the end of the summer.
He also insisted he hasn't held back from insurance companies.
He observed: "They are no white knights, they're no saints themselves. They're very much cherry-picking in relation to the quotes.
"They are treating their clients very badly. To me, that's wrong."
Minister D'arcy says work is underway to deal with the issues, but argued that it's not just the Government and Oireachtas that need to act.
He argued: "I'm very confident we can get this work done by the end of the summer session. I have full support from members of the Oireachtas on both side of the aisle.
"It will then become a matter for the judiciary to review the guidelines and numbers. The numbers are completely out of kilter with other jurisdictions."
