The trade union Forsa is meeting the HSE later to call for Section 39 agencies to be brought under the remit of the executive for the duration of the COVID-19 pandemic.
The groups are independent, but get State money to deliver services for people with disabilities, addiction and the homeless.
The union say they first called for this three years ago, and say it would help in moving staff to where its needed within the HSE.

The digital ad sector is expecting a rebound in spending in the third or fourth quarter of this year, despite the current economic crisis.
A new survey, by the Interactive Advertising Bureau, says digital advertising during COVID-19 is down by 10 to 20%.
It is after total digital spend last year was €673m, a year-on-year growth of 17 %.
