A new Minister for Justice will be named this morning after the shock resignation of Alan Shatter yesterday.

The Taoiseach will announce the appointment in the Dáil at a quarter to eleven.

One of the favourities for a change of job is Transport Minister Leo Varadkar, while another leading contender is Agriculture Minister Simon Coveney, and Children's Minister Frances Fitzgerald has also been mentioned.

The Taoiseach does have the option of not moving any Minister and bringing in someone like Charlie Flanagan who was a justice spokesman in opposition.

If a current Minister is moved, a leading contender for promotion into Cabinet is European Affairs Minister Paschal Donohoe. He is due back from Government business abroad which could be one possibility why the announcement of a new minister was put back until this morning.

Alan Shatter's shock resignation yesterday came in advance of the publication of the Guerin report on the Garda handling of whistleblower claims.

Special Correspondent with the Irish Examiner Mick Clifford doesn't expect the document - due to be released tomorrow - will be particularly harsh on Mr Shatter:Meanwhile, the Fianna Fáil leader, Micheál Martin, has hit out at the government for holding back on details behind the resignation of Alan Shatter.

Enda Kenny has cited the need for legal advice before publishing the report in full straightaway but Micheal Martin claims 'media management' is to blame.

He says that they'll be debating the appointment of Mr Shatter's replacement in the Dáil today 'in a vacuum', because the full circumstances haven't been released:
