Nightclubs could have staggered finishing times to stop the rush on taxis in the early hours of the morning.
The Culture Minister says licencing times as well as the introduction of 'night mayors' are among possibilities being examined.
It's part of a nationwide effort to enhance night time culture in Ireland.
Minister Josepha Madigan last month met with two dozen stakeholders - including representatives of RTÉ, the National Concert Hall, Culture Night, Galway's Electric club and venue, and Dublin's Copper Face Jacks.
Minister Madigan explained that staggered closing times could be an option.
Speaking as she unveiled the plans today, she observed: "There is perhaps an argument to say that we could stagger [it] so that not everybody is coming out on to the street at the same time.
"These are matters that need to be worked out collaboratively with all of the stakeholders and all the people involved."
If introduced, night mayors would be responsible for making sure there is more on offer at night than just going to the pub.
Minister Madigan isn't sure if the mayors would be paid for their work, saying that exact details need to be "teased out" before any decision on the proposals is made.
She added that the Government would look at how other jurisdictions have handled these issues.
London has had a 'night czar' - Amy Lamé - since 2016.
She has been tasked with ensuring London "thrives as a 24-hour city", and she works with the night time industry, transport officials, police and others.
Amsterdam’s 'nachtburgemeester', meanwhile, has helped oversee projects such as the introduction of several 24-hour venues on the city's outskirts.
Minister Madigan is due to report to Government 'in the coming months' on possible options to offer more night time cultural activities.
