The US President Barack Obama has told federal workers the partial shutdown of the US government was completely preventable.

In an email to them, he's also calling on the House of Representatives to give workers back-pay once the administration is up and running again.

800-thousand public sector employees are on unpaid leave.

The argument is over Mr Obama's health insurance policy - which Republicans oppose.
