Disciplinary procedures have started against two garda Inspectors and one Superintendent over the cancellation of penalty points.

A full report into the matter will be published today, after an internal garda investigation was ordered to look into claims the practice of overturning the penalties was widespread.

The claim was made by a whistleblower in the force, who contacted the Departments of Transport and Justice.

Independent TDs Clare Daly, Mick Wallace, Joan Collins and Luke 'Ming' Flanagan said they were also supplied with a dossier of drivers' names who had penalty points wiped - however the names of those who had points quashed won't be revealed.

Security Editor with the Irish Independent, Tom Brady, says procedures will be tightened up in the wake of the report:

Assistant Garda Commissioner John O’Mahoney was asked by the Garda Commissioner Martin Callinan last November, to examine allegations that thousands of penalty points were written off by gardai.

Some prominent public figures were on the list - including a sports star and a member of the media.

The Justice Minister Alan Shatter briefed his Cabinet colleagues on the contents of the report yesterday.

The conclusions will be published this afternoon - however the names of people who had their penalty points quashed will be redacted.
