Dublin City Council has imposed the nightly restrictions because of a production problem at the Ballymore Eustace Treatment Plant in Co. Kildare which has reduced supplies by around 20%. As well as Dublin, parts of Kildare and Wicklow are also affected.
Currently, the restrictions begin at 8 PM, and are lifted at 7 AM. The timing has been criticised by restaurant owners particularly, who rely on adequate water supplies during the evening for food preparation and general hygiene. They fear the shortages could last into the weekend, having a significant effect on their business. They are calling for restrictions to only commence at midnight.
Oliver Dunne, who owns restaurants in Malahide and Temple Bar, says the timing of the shortages is particularly damaging:
Firefighters have also called for the restrictions to be lifted tonight, as Halloween is usually the busiest night of the year for the fire services. Chairman of the Irish Fire and Emergency Services Association John Kidd has warned that they may not be able to contain any major fires because of the crisis.
Talking to Newstalk's Breakfast, Dublin City Council engineer Michael Phillips responded to these concerns. He explains the current 8 PM restriction is in place to allow people adequate time to get home from work, prepare meals and use showers and washing machines:
