Equality Minister Aodhán Ó Ríordáin says he is confident that fathers could be in line for two weeks paid paternity leave.
The provision will be included in the Family Leave Bill, which is currently being drafted and is expected to be introduced by the end of the year.
However, there are concerns that the state would have to cover the extra cost, while companies could also face difficulties maintaining staffing levels under the proposed new rules.
