Barrister Ita Mangan, head of the advisory group who are recommending this mandatory increase joined Jonathan on the Lunchtime program.

She explained the rational behind the proposal, and defended it against the suggestion that it should be a choice to pay higher PRSI and recieve more benefits.

"The problem in opting in with social insurance is that the only people who would opt in would be the high risk people and that woould defeat the purpose in that the whole idea of social insurance is that everybody contributes so the people who need the payment can get it" she said.
