Anyone who has every seen Groundhogs Day will know the rules of Punxsutawney Phil.
Emerging from his burrow a little after 7.20am follwing three taps on the door to his little burrow in Gobbler’s Knob, Pennsylvania, Phil - the “Prognosticator of prognosticators" - makes an announcement in “groundhogese” to Bill Deeley, the President of the “Inner Circle,” a group of folk charged with caring for Phil and organizing the Groundhogs Day event each year.
According to local legend, on the President of the group can understand and translate Punxsutawney Phil's prediction.
And this year, Phil did not see his shadow, which means we can expect an early Spring. However, the National Oceanic and Atmospheric Administration predict and much colder and wetter winter to continue for the foreseeable weeks, and claim that the groundhog's accuracy since the tradition began in 1887 is only around 45%.
