A new report into the policing of the controversial Swedish House Mafia concert says Gardai warned the promoters MCD about their concerns ahead of the event.
The Garda report says the issues raised included concerns around alcohol sales, gate opening times and stewarding.
The report says the large number of breaches of the perimeter fence indicate MCD did not have appropriate security measures in place.
The document says Gardai were not supplied with a big enough control centre and did not have direct access to CCTV footage during the event.
It also finds that the Phoenix Park is not a suitable venue for what it calls “outdoor electric music concerts”.
